Keyboard-accessible behavior
Opening a modal moves focus to its close control. Tab and Shift+Tab stay inside the dialog, Escape closes it, and focus returns to the button that opened it. Opening another announcement closes the first. Editors may choose manual opening or one delayed automatic announcement.
